STATUS CODE 124: Cold catalog backup starts even though manually initiates backup jobs are running.

A Cold / Offline catalog backup is intended to occur when no other jobs are running. However, in the case where a backup job is still active, the cold catalog backup may still launch. As a result it will fail with a status 124 (NB database backup failed, a path was not found or is inaccessible)
