CCS MH installation on windows OS includes Symantec Private Branch Exchange (PBX) which creates its own Service Group in a Microsoft cluster (MSCS) to restart the PBX service on the same node in case of any failure.
The observed issue is a missing "resrcmon.exe" 32-bit binary on 64-bit windows, causing the cluster to failover repeatedly.
