How to uninstall Backup Exec System Recovery 7.x (BESR) when Add\Remove programs fails to do so?

After installing Backup Exec System Recovery (BESR) 7.0 and rebooting the system, a blue screen will occur on the boot up with the Stop Error: 0x0000007F. The system then automatically reboots. Once it restarts the second time, it will boot up properly. The next time the system is rebooted the bluescreen issue will occur once again.
