Legacy reports are as described: Legacy. We provided a full set of reports which are not found under this folder. Beyond these reports, the legacy reports were also packaged as a courtesy so that users would not lose a report that they used and liked. However, these reports are provided "as-is." They are not maintained and will not live long through subsequent releases. If there is a report in the Legacy area you feel does not have a complement in the actual reports, please submit an Enhancement Request.
