Will the file or registry key be updated at "Upgrade" if they are not the "Key Path"?
Answer
If the Key Path is updated during a patch or upgrade, then the entire component will be updated. If you want to be certain that the file or registry key is updated, place it in it's individual component. Then, make sure the file or registry key is set as the keypath in the new component.
