The log file collector called Symantec.CCSDiagnosticSuite.UI.exe as described in KB
(Note:- the system discovery feature in the tool will cause the Anti Virus on the system to think the tool is a malware and delete the Symantec.CCSDiagnosticSuite.UI.exe , but it is not)

LOG FILE READER:
There are two tool they are described as follows:
1> In KB TECH147488  download the CCS DiagnosticSuite zip there is a file called LogAnalyzer.exe that reads logs.

2> Another tool called LogViewer.exe that can be found in the ccs 10 and 10.5 installation folder:
C:\Program Files\Symantec\CCS\Reporting and Analytics\DPS\LogViewer\
C:Program Files\Symantec\CCS\Reporting and Analytics\Application Server\
The LogViewer.exe is restricted in reading only CSV format CCS R&A log files only(Note you cannot read Data Collector log files with this Reader)
