How to understand the discrepancy between search results report and tag report numbers

It is common to believe there is a discrepancy between a keyword search and tagging those results - searching on the tag.
There is a discrepancy between the reports of the two searches.
Specifically in reports that show results details # Matching Emails # Non-matching emails # Matching unique Files # Non-matching unique files
As an exmple:
1. Do a keyword search on "fee"
2. Bulk tag the results.
2. Do a search on the tag.
There is a discrepancy between the two between the reports of the two searches.
Specifically in the report's "show results details" section:
If you do a search for the tag you will get different reported results:
For example, as you can see, the non-matching emails have been moved to matching emails.
When you search for a word the system will find the search word in a number of different places. If you search for the word "fee" for example, it will appear in the email or it can appear in the attachement of an email. When you search for a tag, the tag is applied to the document family. The tag is actually connected to the parent of the document family and not the attachements.
When you search for a tag the tags are not tied to the attachement.
