New categories do not show when trying to create new incident.

How can new categories be displayed while creating a new incident?
Normally new categories should be available when editing an incident. If they do not, it may be necessary to establish a new session for Helpdesk. To do so, simply close the current browser session and then open a new session for Helpdesk.
This issue has been observed to occur when the entire category list was exported and then re-imported after the user made manual changes.
