Problem

Symantec Backup Exec System Recovery 7.0 UI is not able to load after installing Symantec Endpoint Protection 11.0 client that includes the Proactive Threat Protection component. The specific Proactive Threat Protection component called "Application and Device Control" uses the SysPlant.sys driver and appears to cause the issue.

Cause

Symantec discovered that the wxvault.dll file will block the .NET application from executing when it finds our sysfer.dll injected into the process thus keeping Symantec Backup Exec System Recovery 7.0 UI from loading.

Solution

This issue can be resolved by updating a third party application called "Dell Embassy Security Center by Wave" which updates a file called wxvault.dll.

wxvault.dll should be version 6.6.0.066 or newer
