Unable to login to the Symantec Endpoint Protection Manager console with authentication failed error.

After installing the Symantec Endpoint Protection Manager (SEPM) you are unable to login to the console and are given an authentication failure error, however all manager services are running.
Symantec Endpoint Protection (SEP) clients initially show a green dot but can no longer communicate with the manager. After multiple login attempts, the same authentication failure error occurs without the console being locked out, as would normally happen if the password is incorrect .
You will see the following entries in the scm-server-0.log:
SEVERE: Unknown Exception
org.apache.commons.dbcp.SQLNestedException: Cannot create PoolableConnectionFactory (JZ00L: Login failed. Examine the SQLWarnings chained to this exception for the reason(s).)
SEVERE: Unknown Exception in: com.sygate.scm.server.servlet.StartupServlet
com.sygate.scm.server.util.ScmServerError: Failed to connect to database after tried 20 times, please start the database!
Run the Management Server Configuration wizard to restore connectivity to the database.
