Receive BCDEdit.exe error when attempting to create a WinPE 2.1 PXE Menu Option

Problem
| While trying to create a WinPE 2.1 PXE boot image you receive the following error message in a pop-up box.
Error opening file C:\Documents and Settings\%USER%\Local Settings\Temp\~bootwiz\2708\image\bcdedit.exe Where %USER% is the currently logged on user. |

Environment
Deployment Solution 6.9 SP1, 6.9 SP2, 6.9 SP3
Cause
Checking C: there was only 1.63Gb of remaining space.
Deleted enough data to move free space above 3Gb, and the Menu Option creation was able to complete.
Solution
Free up at least 2.8Gb of non-compressed disk space on drive that the %TEMP% environment variable is located on.
