bpexpdate -deassignempty is not running.

bpexpdate -deassignempty is not running.  By default, bpexpdate -deassignempty will run every 12 hours.

There are a few reasons why bpexpdate -deassignempty may not be running.
Check the following:
1. View the contents of the file:
<install path>\Netbackup\bin\bpsched.d\CHECK_EXPIRED_MEDIA_INTERVAL
The contents of CHECK_EXPIRED_MEDIA_INTERVAL should be 12. If it is 0, bpexpdate -deassignempty will not run.
2. Check for the existence of the file:
<install path>\Netbackup\bin\NOexpire
NOexpire disables all image and tape expiration.
3. Check for, and remove the file:
program files\veritas\NetBackup\bin\deassign_lock
4.  Check if the system clock has been set ahead at any point:
There are two files which contain the last time bpexpdate -deassignempty ran:
<install path>\NetBackup\db\jobs\pempersist2 or pempersist2.cond, if it exists.
<install path>\Netbackup\bin\bpsched.d\last_time_expired_media

Examine the contents of the file <install path>\Netbackup\bin\bpsched.d\last_time_expired_media.
It should contain a "ctime" of 10 digits.

Convert the ctime by running "<install path>\Netbackup\bin\bpdbm -ctime <10-digit number>".
The timestamp within last_time_expired_media was 1295022983:
D:\>d:\Veritas\NetBackup\bin\bpdbm.exe -ctime 1295022983
1295022983 = Fri Jan 14 11:36:23 2011

In this particular situation, the next time NetBackup thinks bpexpdate -deassignempty is due to run is Fri Jan 14 11:36:23 2011 + 12 hours.
This is due to the system clock being set ahead at some point and then changed back to present.

To remove 2011 references for bpexpdate -deassignempty:
1. cancel all jobs
2. shutdown NetBackup
3. rename the <install path>\NetBackup\db\jobs\pempersist2 or pempersist2.cond, if it exists.
4. rename last_time_expired_media
5. restart NetBackup
