NetMeeting is unable to establish a connection if launched while any layers are active

When trying to place an outgoing call to from NetMeeting, I receive the message "The person you called is not able to accept NetMeeting calls" if any SVS layers are active on my computer.

This issue is known to happen on Windows XP*, but it may also be an issue with other operating systems as well.
The problem is that a registry key contains data which is larger than the buffer that is allocated to move the data.
The fix for this issue is to install SVS 2.0 Hotfix 19893 (build 2.0.1404). The install for SVS 2.0.1404 is attached to this article as KB19893.zip. This ZIP file contains the Notification Server Solution install as an .exe file and two agent installs, one .exe for simple upgrading and one .msi for installations which users would rather start with a command line.
