KNOWN ISSUE: Task server max connections cannot be exceeded with exceed option checked

Task clients are unable to register to a task server when no other task servers are avilable. The "Allow maximum computers to be exceeded if a computer can not connect to any other server" option is checked.
This is a sample of the register message:

This switch should tell the server to allow the connection if the exceed that max option above is checked.
Known defect In 7.0 sp3 the max can only be exceeded by 1.
This issue has been addressed in 7.0 sp5
