Solution
Step By Step Procedures for performing a full authoritative restore on a Windows 2000 server onwards:
Step 1: Restart the domain controller. Press "F8" to boot into Directory Services Restore Mode.

Step 2: Run the Backup Exec program, select the restore window and check the system_state data. Restore the marked files to the original location and check the "Overwrite Existing Files" option.
Step 3 : Once the restore is complete it will ask to reboot the server, Do not reboot the server after the restore.
Step 4 : Open a command prompt, type ntdsutil, and then press ENTER.
Step 5: Type authoritative restore, and then press ENTER.
Step 6: Type restore database, press ENTER, click OK, and then click YES.

Performing an authoritative restore replicates all objects and attributes stored in the active directory to every domain controller in the forest. Step 7: Type quit and press ENTER and then type quit again and press ENTER to exit the ntdsutil utility.
Step 8 : Restart the domain controller.
Note : The Microsoft documentation notes that, when restoring a portion of the active directory database including Group Policy objects, an additional procedure is required involving the SYSVOL folder to ensure the proper elements are restored. Publish the SYSVOL folder by using the FRS (file replication service) and copy the SYSVOL folder and corresponding group policy folders from an alternate location to the existing locations. Then verify the contents of the SYSVOL\Domain folder.
