Remote install to Exchange 2007/2010 hub servers completes successfully without installing preqrequiste of .NET framework

When opening the Symantec Mail Security for Microsoft Exchange (SMSMSE) console, you encounter an error "Symantec.Cmaf.UI.exe - Application error: The application failed to initialize properly (0xc0000135). Click on OK to terminate the application" after deploying SMSMSE using the console remote install feature to an Exchange 2007/2010 server.
On the target server, Microsoft .NET Framework is not listed in the add/remove programs menu
SMSMSE 6.5.0 contains a defect that allows the remote install to complete without the prerequisite of .NET framework. With the release of 6.5.1, the remote install will fail if this requirement is not met.
