Task server clients unable to register with assigned task server; spamming network with registration requests

Problem
Client task agents assigned to a task server are unable to register. The logs show repeated attempts to register, but no response is given by the task server.
Error
A 404 error is returned when the registration address http://PWINPM01/Altiris/ClientTask/Server/Register.aspx is placed into IE.

Cause
IIS issue.
Solution
Run iisreset on the task server
