DFSR incremental backups running as full when TIR is enabled in policy

DFSR incremental backups will run as full backups if TIR is enabled in the policy.
BPBKAR log will report the following for ALL folders, including ones where the contents have not changed:
<4> dos_backup::tfs_include: INF - folder (User Data) has been created recently (since <date / time> ). It will be backed up in full.
Two or more Windows 2008 SP2 R2 x64 NetBackup client servers with DFSR replicated folders
Netbackup 6.5.6 on media server (any platform) and clients
Netbackup policy of type MS-Windows-NT
Backup selection = "Shadow Copy Components:\User Data\Distributed File System Replication\DfsrReplicatedFolders\"
TIR enabled in policy (with or without move detection)
Full and Cumulative Incremental backup schedules defined
'Time Overlap' setting in Host Properties\Clients\Windows Client\Client Settings at default of 60 minutes
Limitations with DFSR VSS writer
TIR does not function for DFSR files and folders when backed up via Shadow Copy Components. If incremental backups are required for DFSR folders, TIR needs to be disabled.
Additional note: Because DFSR backups do not create or utilize TIR information, synthetic full backups of a Shadow Copy Components stream may fail with a status 671.
