Management server is not yet ready for exporting this package

You have finished upgrading the Symantec Endpoint Protection Manager from an older version, but when you log into the new SEPM console and try to Export a client install package from the Admin->Install Packages tab, you receive the following error:
'Management server is not yet ready for exporting this package. Please retry after a few minutes'
Waiting for management server to get ready. This may take a few minutes...
Exporting package Sep.msi was failed. Please try again.
Management server is not yet ready for exporting this package. Please retry after a few minutes.
Not able to export package SEP.msi for group X at this time, please retry it later.
After the upgrade the management server needs some time to be fully functional. If the export is tried immediately after an upgrade, you may receive this error message.
Wait 15 minutes and then attempt exporting the package again after logging out and back in.
If the problem still persists, contact Symantec Technical Support and reference this document.
Failed to export a package through the remote java console does not explain why it failed
