Solution

With Backup Exec 2010 R3 :

Selectionx when provided in the restore script will restore the files and folders from the Latest Backup Set.

If only JOBhistoryGUID is provided, it restores entire backup set corresponding to JOBhistoryGUID.

If both are specified, only JobhistoryGUID is read and entire set is restored.

For some 12.5/2010 environment where the above error is reported due to we not being able to query the catalog to find the file/folder from within the Backup Set a hotfix will be released for Backup Exec 2010 R3 which will address this Issue.
