System.Net.Sockets.SocketException is observed while trying to restart the Task server services (Altiris Object Host Service - atrshost.exe). This issue has been reported in the Task Sever 7.0 SP5 documentation.

The System.Net.Sockets.SocketException is a side effect of the application crash of the Altiris Object Host Service (atrshost.exe). This crash is caused by the performance counter issue in Microsoft .NET. Microsoft has released the following article addressing this issue.
FIX: The host process of the application crashes when the CounterExists method or the Exists method is called on a multiprocessor computer in IIS 6.0
Symantec has confirmed there is no modification of the product code in relations to the System.Net.Sockets.SocketException.
Microsoft has released a hotfix which resolves the .NET performance counter issue. The System.Net.Sockets.SocketException is resolved by applying the Microsoft hotfix in the Symantec Management Platform Server, as it relates to this .NET performance counter issue.
