Error when installing CCS_ReportingAndAnalytics_10_0_PCU_2010-4_Win.exe - prompts for migrationutility.exe

Problem
When running 2010-4 PCU on the Reporting and Analytics server an error is encountered:
This error is encountered regardless of whether the migration utility was run or not.
Error
Data migration for all the CCS applications is not complete. Launch the MigrationUtility.exe from the <Install directory>\Reporting and Analytics\Application Server directory to complete the migration. Data migration is mandatory before applying the CCS 10.0 2010-3 update.
Cause
The migration utility did not correctly update the version statement in the CSM_Reports database
Solution
If successful, it will return "'1 rows affected"
