Windows 2003 Unable to write to SCSP agent.ini file when using sisipsconfig -n or any switch that requires a write to agent folder.

Problem
Sisipsconfig -n or any switch doesn't work because it can't write to the agent.ini file.

Environment
Windows 2003 Small Business Server SP2
SCSP 5.2.6 Build 141
Cause
Either sym_win_protection_core_sbp or sym_win_protection_strict_sbp
Policy is not configured correctly.
Solution
Perform the following setting in order to correct:
Interactive Program Options > General Interactive Program Options >
SCSP Agent Tools > Allow SCSP Configuration Tools to run with Full privileges
for specific users or Allow SCSP Configuration Tools to run with Safe privileges
for specific groups
Choose either of the check boxes for Specific Users or for Specific Groups.
Then fill in those Users or Groups you wish to allow to run the sisipsconfig tool.
