Issue

Upgrade 6.x -> ITMS 7.1: monitor targets assigned to policies are not migrated after off-box upgrade.

Steps to reproduce:
1) Install Full 6.0 CMS/SMS level 3 (with monitor solution included)
2) Create custom (or modify default) policy with any rule and metric.
3) Apply policy to collection that excluded non-supported upgrade collections
(7.0 release notes, described below) for example "AIX 5.3"
4) Save changes.
5) Install ITMS 7.1
6) Copy 7.1 Migration Package to 6.0 console server
7) Install package and extract monitor data via migration wizard
8) Copy 6.0 migration data to 7.1 server and import it.
9) Open 7.1 Console and go to Monitoring & Alerting -> policies -> Legacy

Error

Result:  Target that was applied to policy is not present after upgrade

Environment

Prerequisites (config to be upgraded):
2003 x86 server, SQL2005 case-sensitive

Full SMS suite level 3 installed.
Full CMS suite level 3 installed.
"Altiris Monitor Solution for Servers" solution installed
"Altiris Software Delivery Solution for Mac" solution installed

Configuration for ITMS 7.1:
Windows 2008 r2, SQL 2008 SP1, HTTP website, default PORT.

Cause

List of non-supported collections for 6.x upgrade attached (non-supported collections.xls)
