Error "Unable to locate virus definitions followed by Unknown OS error" when starting Mail Security for Domino on Windows

Symantec Mail Security for Domino cannot be started on Windows, either at the Domino server startup, or manually using the Domino console command load nntask.
The following error is shown in the Domino Server Console upon startup of Symantec Mail Security for Domino:
03/19/2011 01:41:13 PM SMSDOM ERROR: Unable to locate virus definition files.
Unknown OS error
Symantec Mail Security for Domino on Windows.
The virus definitions cannot be loaded for any of a number of reasons, as follows:
- The files definfo.dat and usage.dat may be corrupted.
- The files definfo.dat and usage.dat may not be accessible/readable by Mail Security for Domino.
- Other reasons
A relatively "quick" solution might be to check whether the files definfo.dat and usage.dat can be opened with a text editor.
Should the files not be readable, they need to be re-assigned Full Control permissions for the Domain Administrators (and/or Users).
