Unable to delete items using the “Delete” key when “Disconnected Mode” in Outlook.

When Outlook user is in "Disconnected Mode" the user will not be able to delete items using the "Delete" key.
"This operation failed because of a registry or installation problem. Restart Outlook and try again if the problem persists, reinstall Outlook"
"Work Offline" Outlook users are not able to delete the item using a "Delete" key with EV9 SP1 or SP2 installed on the workstation.
