When using the Management server configuration wizard to create a database for replication, the wizard hangs and does not respond for a long time. Replication eventually fails with errors. The SQL database installation fails.
In the install_log.err file, the following error can be found:

The UDP port 1434 was not open.
TCP port 1433 and UDP port 1434 need to be opened and listening both ways from SEPM Server to Remote SQL and from Remote SQL to SEPM Server in order for the SEPM to communicate with the SQL database.
To check, you can use PortQryV2 (http://support.microsoft.com/kb/832919) from Microsoft - C:\PortQryV2>PortQry.exe -n helios -e 1433 -p both
A successful query will return information such as InstanceName, Port, Version of SQL.
If UDP 1434 is being blocked the only response you'll see is "Filtered" in which you'll need to allow communication on 1434 UDP bi-directionally.
