Hot-fix to enable agentless discovery of hosts having non-english locale

Problem
Agentless discovery of hosts in a CCStorage environment will fail when trying to collect data that contains a non-english character.
This hotfix enables the collected data to be processed in CCStorage.
Environment
Apply the HotFix (VRTSccs-F520012328885) on the 5.2RU1 Management
Server and Control Hosts (Managed Hosts having array and switch explorers).
Supported operating systems include:
- Solaris or Windows Server 2000, 2003 and 2008
