Issue

HTTP error 503 When trying to create the framework package from the SEE Manager.

Error

"Invalid server location. The request failed with HTTP status 503 : Service Unavailable".

"HTTP Error 503. The service is unavailable" when trying to browse the SEE website from the IIS manager.

Solution

In the IIS Manager, click on Application Pools.  Select SymantecEndpointEncryptionAppPool.  In the right panel click on Advanced Settings.

The default setting for Identity under Process model is NetworkService.  You may find that there is something different if you see the above error.  Click in the field that holds the value.  You should see square box with 3 dots in it.  Click on this box and the Application Pool Identity screen will be displayed.  Click on Build-in account and select NetworkService(recommended by Windows). Restarted the IIS admin service, enabled directory browsing and now we are able to access the website.

It is possible that NetworkService will not work.  If this is the case try LocalService.
