Unable to boot from the English Symantec System Recovery Disk (SRD) on some Dell systems.

Problem
On some Dell systems, it is not possible to boot from the English Symantec System Recovery Disk (SRD).
When booting off the English SRD, we get to the 'Windows is loading files' stage and then the machine restarts itself and gets stuck in a loop.
At the time of writing this issue has been seen on a Dell OptiPlex 790 and on a Dell Latitude E6420.
Solution
The current workaround is to use the multilingual System Recovery Disk (SRD) which can be obtained through FileConnect (https://fileconnect.symantec.com/).
Solution:
Upgrade the BIOS to A05: http://www.dell.com/support/drivers/us/en/19/DriverDetails?driverId=XXJP6&fileId=2731101194.
