Error: "Unexpected Server Error" when logging on to Symantec Endpoint Protection Manager

You try to log on to the Symantec Endpoint Protection Manager console. You see the message "Unexpected Server Error," and you cannot log on to the console.
This can happen if there is no domain available. For example, this can happen if you disable or delete all existing domains.
Symantec Endpoint Protection Manager must have at least one domain enabled.
