Symantec Endpoint Protection 12.1: Tamper Protection causes continuous reboot after cloning or sysprep

Problem
Symantec Endpoint Protection 12.1 is installed onto a virtual or physical computer in preparation for creating a "base" hard drive image for use in cloning, redistributing, or provisioning to multiple machines. When starting a new machine that is based on this image, it fails to reach the Windows desktop and performs continuous reboots.
Error
Cloned computers may automatically reboot shortly after reaching logon screen, or show the error: "Windows could not finish configuring the system. To attempt to resume configuration, restart the computer."
Cause
The Tamper Protection feature of Symantec Endpoint Protection 12.1.671.4971 may cause this on Windows 7 and Windows 2008.
Solution
This issue is fixed in SEP 12.1 RU1 (12.1.1000.157).
Workaround
Disable the Tamper Protection feature of Symantec Endpoint Protection 12.1.671.4971 before running sysprep or other cloning/provisioning preparations.
