Symantec Protection for Sharepoint Services fails to register the Scanner

An attempt to register the Scan Engine through the Symantec Protection for SharePoint console returns an error.

Errors were found on the page:
Regional Options Standards and Formats are set to a non English Language
When the Symantec Protection for SharePoint Services service attempts to create the registration packet it will fail with certain languages. This will prevent the registration of the SharePoint Server with the Scan Engine.
Change the regional settings (Standards and Formats) to English.
On the machine that Symantec Protection for Sharepoint Services is installed open the Control Panel.
Select Regional and Language Options
Change the Regional Options (Standards and Formats) to English
Restart the Symantec Protection for SharePoint Services Service
Complete the Registration of the Scan Engine through the Symantec Protection for SharePoint Services Portal.
