Symantec Endpoint Encryption Manager: Client communication shows as "Never Connected" on the client side but is reported as having checked in on the SEE Manager

When trying to do a manual "check in" from the client, the client communication fails, however on the SEE Manager, it shows it had actually checked in.
The error as per the tech logs is "Web server rejected the connection"
Most likely caused due to improper permissions for the Windows or the SQL account (SQL authentication).
1. Open the SQL Management Studio
2. Right click the SEE database,
3. Go to properties- Permissions
4. Select the account under Users or Roles (add the account if needed) and Grant the Execute Permission.
