Error 2343. Specified path is empty

When upgrading Symantec Endpoint Protection client from 11.0.6300 to 12.1.671.4971 on a Windows XP Professional, Service Pack 3 , the installation fails with "Error 2343. Specified path is empty."

Previously installed version of SEP was 11.0.6300
New version of SEP being installed was 12.1.671.4971
241 total clients including servers
One install failed with error 2343.
OS was Windows XP Pro SP3
Previous version 11.0.6300 of Symantec Endpoitn Protection did not uninstall properly while upgrading to the latest version 12.1
Cleanwipe tool also failed to remove traces of Previous version 11.0.6300 of Symantec Endpoint Protection from the client machine.
Run CleanWipe and reinstall. My customer installed an unmanaged client while local to the machine, then imported a sylink.xml to make it managed.
On one case the error was showing up on the Windows 2003 Server which also had SEPM 12.1.671.4971 installed on it. As running cleanwipe was not possible. Following the Manual removal of SEP client from the server worked.
