NetBackup cluster resources going offline on their own

Problem
Initial installation of a single node Netbackup 7.1 cluster completed successfully, but immediately thereafter the nbu_server resource started going offline on its own.
Error
From NetBackup_A.log:
2011/07/13 16:12:58 VCS ERROR V-16-2-13067 Thread(4157442960) Agent is calling clean for resource(nbu_server) because the resource became OFFLINE unexpectedly, on its own.
2011/07/13 16:14:14 VCS ERROR V-16-2-13068 Thread(4157442960) Resource(nbu_server) - clean completed successfully.

Master Server:RHEL 5 U3
Veritas Cluster Server 5.1 SP1_PR1_P2
