Recovery Solution 6.2.3657, 7.1.3919 (6.2 SP4 and 7.1) - RS Agents fail to register against the RS server - version mismatch reported

RS Agent fails to register against the RS Server. Error message is shown saying that RS Server is of lower version than the RS Agent is (attached).
Applies to Recovery Solution versions 6.2.3657 (6.2 SP4) and 7.1 (7.1.3919)
The error message is obviously misleading and does not reflect the actual issue. The problem is that IUSR user (RS Agent uses HTTP to connect to the server) does not have sufficient rights to perform the decryption of the password.
RSHttpPing.dll under IUSR account can't access crypt keys that are required to decrypt default identity. Add the local IUSR_???? account to allow it access the following folder and subfolders of it:
C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA folder.
To access the folders properly IUSR should have read and write rights on the folder.
Restart of the IIS will be needed after that.
