Cannot add detection rule

Problem
Creating a new detection rule with reduced privileges to that of Symantec Administrator results in console error message "Internal server error - The server encountered a problem while performing the requested action"
Error
The Built-In Security Role "[required security role]" does not have sufficient rights to add an Install Rule: Does not have permission 'read' to load item 'Smart Rule ([Smart Rule GUID])'
Environment
Software Management Solution 7.1.1
Cause
The Smart Rule class permissions cannot be directly modified to grant read access for a security role. To adjust Smart Rule permissions requires unhiding the parent class 'Expression Types' and providing read access to this class. The Smart Rule class will inherit permission from teh parent Expression Types class.
Solution
Symantec Development Team is aware of this known issue. A fix will be included in next release of this product.
