When attempting to send emails with attachments (even a few kB) the email is not sent and a pop-up with code 1003,8 is displayed.

Microsoft Outlook 2007 (it might happen with other versions)
Symantec Endpoint Protection client with e-mail tools installed.
Communication issues with the email server.
For example: It may happen if the mail hosting company makes changes to their authentication settings to not allow customers to send mail using their SMTP server when they are not the DSL provider as well.
Change e-mail settings (SMTP server) to what is necessary to reflect changes.
Workaround: Remove the email tools or improve the connectivity to the email server.
