Solution

This issue has been addressed in the following release:

Enterprise Vault 9.0.4
http://www.symantec.com/docs/TECH147785

Note: This registry value is already present in Enterprise Vault 10.0 and as such the root cause of the issue is resolved in this version.

Workaround:
1. Open the registry key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\EvFilter on the affected File Server

2. Right click in the right pane and select "New -> DWORD value" Enter the name as "IncrementVPBCount" and set the value as "1"

3. Restart the machine.

Alternatively, modify the backup application so that VSS is not used in the backup job.
