Symantec Endpoint Protection Download Insight is not functioning correctly due to an Intrusion Prevention component

Problem
An alert window displays regarding Symantec Endpoint Protection (SEP) client Download Insight (DI) not functioning correctly. There is no option to "Fix" the issue.
Error
Download Insight is malfunctioning. Download Insight is not functioning correctly due to an Intrusion Prevention component.
The Symantec Endpoint Protection Manager may show: "Download Insight Status - Component is malfunctioning".
Environment
SEP 12.1 unmanaged client with Anti-Virus/Anti-Spyware component only.
Solution
The SEP client system must to be rebooted after installation to completely activate all components.
