Symantec Drive Encryption (previously PGP Whole Disk Encryption) is unable to encrypt a drive with a 4k native sector size.
Usually an error isn't included for this problem. But when selecting PGP Disk through the Symantec Encryption Desktop UI the drive will not appear as a drive to encrypt. It may instead generate an unknown error (11980) when trying to encrypt the device as well.

Hard Drive with 4k Native Sector size
This is a known limitation of Symantec Drive Encryption. It does not currently support native 4K sectors. We plan to add support for the 4k Native Sector size in a future release.
Drives with native 512-byte sectors are supported. Many drives with 512-byte sector emulation (commonly referred to as 512e) are supported as well. To determine if your disk drives sector size please see TECH198917
