Move Archive processing may corrupt the archive folder hierarchy when encountering empty EVPM created folders

Problem
Consider the following scenario:
- The move archive wizard is used to move an Exchange mailbox archive between vault stores
- This user's mailbox contains an EVPM created folder at least two levels deep (i.e. Managed Folders\10 year retention)
- The EVPM folder contains no archived items
In this scenario ArchiveFolder records may not be created properly leading to problems viewing the folder structure in Archive Explorer.

The following error may be seen during the initial synchronization:

Cause
Workaround
After the move archive process completes, the user can manually archive something in this folder and the folder structure will be corrected.
