Unable to enroll: -12000 error Bad parameters

Problem
When attempting to enroll, the error "-12000 error Bad parameters" is displayed.
Cause
The issue can be associated with corrupted Consumer Policy and Group settings after upgrading to PGP Universal Server 3.2.
