Getting error while trying to open Symantec Installation Manager and it doesn't download "symantec.pl.xml.zip"

When you try to open Symantec Installation Manager (SIM), it shows the progress bar to open SIM for long time. After that, you receive error "The product listing located at http://www.solutionsam.com/solutions/pl/symantec.pl.xml.zip is not a valid product listing." It doesn't download any files at all.
Symantec Installation Manager gives error "The product listing located at http://www.solutionsam.com/solutions/pl/symantec.pl.xml.zip is not a valid product listing"
On access of the page "http://www.solutionsam.com/solutions/pl/symantec.pl.xml.zip" through Internet explorer, it gives error regarding network connection not available. If you access the link through firefox, it gives error "Connection was reset".
When running ..\SimConsole.dll.exe, it gives error "could not connected to the internet"

Symantec Installation Manager (SIM) version 7.1.190
Customer's environment had Intrusion Detection System (IDS) and Intrusion Prevention System (IPS) in place in the network which was blocking any request to download file from www.solutionsam.com
- Try to ping www.solutionsam.com.
- Try to telnet www.solutionsam.com on port 80
- Try to download files from other websites using internet explorer using full link http://www.solutionsam.com/solutions/pl/symantec.pl.xml.zip
- If there is no proxy server in the environment and you are still unable to access above link, then follow the steps below:
Created exception for www.solutionsam.com under IDS/IPS system of customer's environment to allow download from the website.
