A P2V backup job fails with "Failed to mount a volume on the virtual disks."

When converting a physical server to virtual, the P2V backup job fails.
The error below is found in the job log:
Examination of the installation log file RAWSINST.HTM will discover an entry similar to the one below:
V-225-280: Vstor service is not running. Some P2V operations will not complete if this service is stopped. ***To search for information about this error, click here
After installing RAWS (Remote Agent for Windows Servers), the vstor service fails to start.
Reboot the server after installing the Remote Agent for Windows Servers.
Reboot the physical server, the vstor service should start up correctly, and then the P2V job will complete successfully.
Final error: 0xe00a414 - Failed to mount a volume on the virtual disks.
