Re-installation of "Virtual Business Services Availability Addon" fails after VOM 4.0RU1 to 4.1 upgrade

After upgrading Veritas Operation Manager (VOM) Central Server from 4.0RU1 to 4.1, the Virtual Business Service addon reverted to uninstalled (presumably obsoleted when VOM upgrade occurred). An installation of the newest addon failed.

While this error was seen in a Linux environment, it is possible for this issue to be seen in other environments.
A database table record was locked.
