Unable to add a disk storage to Backup exec 2012.

Problem
While trying to create a Backup-2-Disk(B2D) folder using New disk storage device, the drive letter is not listed in the selections.
Environment
Backup Exec has always had the following Best practice recommendation: Create only one Backup-2-Disk per windows volume. Responsibilities are divided up as follows. It is the Backup operators job to know which server needs to be restored. It is Backup Exec's job to know where the data for that server is located. Creating multiple B2D folders is a micro-manage step taken by many Backup Operators that result in issues with drive space management.
Cause
Backup Exec 2012 now enforces one B2D folder per drive.
Solution
If this server was upgraded from a prior version of Backup Exec that had more than one folder, only one folder will be selected and used during the upgrade. The BKF files in the other folders will need to be manually moved to the single folder before they can be reclaimed or before any restore jobs can be run. No more folders will allowed to be created to access this data.
If the drive shows up as a removable storage in windows disk management, then the drive must be added as removable storage. This may be another reason your drive is not listed.
Starting with Backup Exec 2012, each backup-2-disk drive has a hidden folder called BEControl and inside it, a file called BESCF.xml. As a troubleshooting step, you can try the following:
1. Unhide \BEControl directory on the B2D drive.
2. Delete the \BEControl directory including the BESCF.xml file inside it.
3. Now attempt to create the Backup to disk folder again.
