Found the Visio Viewer 2010 Gold Rule evaluates to FALSE
Found the Visio Viewer 2010 SP1 Rule evaluates to TRUE

Patch Management 6.2 & 7.X
Cause
Patch Management rule for targeting Commerce Server 2002 Gold - English Service Pack is inaccurate.
Solution
This issue was resolved in February 15th 2012 - 2nd Week Import Patch Data release
