NetBackup 7.5 server upgrade might fail on Windows platform when the hostname is changed from an unqualified name to a fully qualified domain name.

Upgrade from NetBackup pre-7.5 to 7.5 fails when a server's hostname is changed from a short (unqualified) name to a fully qualified domain name (FQDN).
NetBackup upgrade fails with an indication to look in the nbdb logs.
In the nbdb log (<installed-dir>\Veritas\NetBackup\logs\nbdb), messages similar to the following may be seen:

13:21:00.554 [5316.7560] <4> rebuildDBifNecessary: Can't make a copy of the existing database files. Exiting upgrade.
13:21:00.554 [5316.7560] <4> rebuildDBifNecessary: Exiting. rc = 14
13:21:00.554 [5316.7560] <4> upgradedb: Exiting with rc = 14
13:21:00.554 [5316.7560] <4> create_nbdb: Exiting with rc = 14
This issue has been found on Windows platforms (both x86 and x64).
This error is seen only when the earlier NetBackup installation has given a short hostname for the server, while at upgrade time a fully qualified domain name (FQDN) is provided.
For example, suppose a server's hostname is mymachine (short name) with mymachine.example.com its FQDN name.

These registry keys contain the hostname:
HKEY_LOCAL_MACHINE\SOFTWARE\Veritas\NetBackup\CurrentVersion\Config\Server: First server entry in space separated entries)
HKEY_LOCAL_MACHINE\SOFTWARE\Veritas\VxDBMS\NB\SERVER_NAME: Entry starts with NB_servername
If the earlier installation was made using the short name, continue to use the short name during the upgrade. Do not use the fully qualified domain name.
